Creates and starts an in-process silo.

### Parameters

- `siloOptions` (`InProcessTestSiloSpecificOptions`): The silo options.
- `cancellationToken` (`CancellationToken`): The token used to cancel silo startup.

### Returns

A handle to the started silo.
