Event payload for when a lifecycle observer has stopped.

### Parameters

- `observerName` (`string`): The observer name.
- `stage` (`int`): The numeric stage identifier.
- `stageName` (`string`): The human-readable stage name.
- `siloAddress` (`SiloAddress?`): The silo address associated with the event, if any.
- `elapsed` (`TimeSpan`): The time taken to stop.
- `observer` (`ILifecycleObserver`): The lifecycle observer.
