```

Creates a runner over initialized independent handles with a configurable concurrent-read row payload.

### Parameters

- `fixture` (`MembershipTableTestFixture`): The initialized fixture which owns the provider handles.
- `seed` (`int`): The deterministic test-data seed.
- `output` (`Action<string>`): Receives conformance diagnostics.
- `concurrencyRowCount` (`int`): The number of rows used by concurrent-read scenarios.
- `concurrencyRowPadding` (`int`): The number of characters appended to each concurrent-read row's host name.
